Why does heavy substitution give deeper shades?

Each electron-withdrawing group on the diazo component pulls electron density through the azo linkage, shifting absorption toward longer wavelength. Two nitro groups plus a chlorine push the colour well into the deep blue and black range.

Does it need a special diazotising agent?

Almost always. With two nitro groups the amine is extremely weakly basic and will not diazotise usefully with sodium nitrite in dilute acid. Nitrosyl sulfuric acid is the standard route for bases of this type.

How does it differ from 2,4-dinitroaniline?

The added chlorine increases electron withdrawal further and improves the fastness of the finished dye, at the cost of a weaker, harder-to-diazotise amine.
